Anne Morales

Mrs. Morales has practiced law for over 20 years, with a specific expertise in tax-exempt financing. She began her practice with national law firms in Phoenix, Arizona, and then she moved back to her hometown, Tucson, Arizona, and practiced with two of Tucson's most prominent law firms. In 2004, Mrs. Morales chose to reduce her practice in order to follow another passion, teaching high school. She has been a teacher at Salpointe Catholic High School since August 2004. In 2007 she joined Lotzar Law Firm, P.C. to continue her practice in tax-exempt financing. While she loves teaching, Mrs. Morales is happy to be back at least part -time in the "bond world." Mrs. Morales' practice includes work as bond counsel, counsel to the developer, and counsel to the Issuer. She has represented several of Arizona's most active conduit issuers, including acting as special counsel to the Arizona Department of Housing, The Industrial Development Authority of the County of Maricopa and The Industrial Development Authority of the City of Phoenix, Arizona. She served as general counsel to The Industrial Development Authority of the City of Tucson, Arizona from 1998 until 2004, and is again assisting in their representation.

Mrs. Morales has participated many times as a panelist on the Single Family Mortgage Revenue Bond panel at the National Association of Bond Attorneys annual workshop and has lent her expertise in housing to several housing conferences organized by various city, state and federal agencies. She also developed and implemented the first Single Family Mortgage Credit Certificate Program in Arizona, which then became the model used to develop most of Arizona's highly successful programs.

Mrs. Morales earned her Bachelor of Arts in Education, with distinction, from the University of Arizona in 1981 and her Juris Doctorate, with distinction, from the University of Arizona School of Law in 1984.

She is very involved in the local legal community, including memberships in the following organizations:

  • National Association of Bond Lawyers
  • Arizona Bar Association
  • Pima County Bar Association
  • Arizona Women Lawyers Association

Mrs. Morales has been married for more than 25 years to her patient husband, Mike. They are the proud parents of two grown children, Amy and Andrew. Mrs. Morales has volunteered in the Tucson area since 1991 including:

  • SS Peter & Paul Endowment Fund, Inc. - Director and officer, 1994 to present
  • SS Peter & Paul Volunteer Youth Minister - 1994 to present
  • Diocese of Tucson Vocations Screening Committee - 2004 to present
